It was first distributed as a random drop in a pool of damage dealers for doing sufficient damage to Exodus during the finale of the Call To Arms event. The exact number awarded per event is uncertain but probably ranges from 15-30. The event itself is considered epic in nature as it kills off a major character from Ultima lore and is run only once per shard June 22 – 25, 2012. The time and date for the running of the event on each shard was publicized on the Ultima Online website via a published schedule.
Replica
This item also have Replica version called Scroll of Valiant Commendation [Replica] – it give same bonus to max stat. Differene only in text on used item. On replica text just say “used by Playername”.
Usage
Double-clicking the scroll adds five points to the character’s Stats cap, up to 260. The scroll may be insured upon receiving and is neither blessed nor cursed. This is a bit unusual for such powerful consumable items as most player award items are blessed and power scrolls cursed. The scroll is not believed to be character-bound prior to usage. However, once used the item description changes from usage instructions to a personalized keepsake.
